Try some medicated puppy shampoo - - - puppy has dry skin and this will help.
Puppies generally have dandruff. If it is dandruff, it will go away with time. However, you can use head and shoulders on your puppy (just be careful not to get it in his/her eyes).

Take it to a vet. It could be anything from just bad skin to being an infection of some kind
First off you dont want to wash your puppy very often. That will dry out their skin even worse. Try a different dog food. Maybe some wet food instead of dry food. Not sure what you are using. You can also buy food made of lamb meat instead of chicken. Lamb naturally has more oil in it which will help your dogs coat. It doesnt cost any more you just need to find it. That is all I feed my lab and I always get comments on how nice his coat is from other dog owners. Try giving your dog the skin of chicken when you eat dinner. That has alot of grease and oil in it.
Try the dog shampoo with vitamin e and aloe and or oatmeal shampoo. You can use regular oatmeal mix to bath it. mix it will water and get is slopped up and use it. The oatmeal shampoo helps with the dry skin which causes dandruff. My dog was like that when i got her and i got that oatmeal shampoo at walmart and have been using it ever since and its all gone. no problem
